  • Legalized farmers and artisan markets on open parcels.

  • Removed zoning barriers.

  • Expanded opportunities for local agriculture.

✅ Bill 2976 (2025) — Polystyrene Foam Bodyboard Ban

CM Holland introduced, zero opposition.

  • Passed unanimously.

  • Signed into law.

  • Eliminates disposable “one time use” bodyboards on Kauaʻi.

  • Reduces marine debris, beach litter and landfill waste.

✅ Bill 2997 (Pending) — Bill Supporting Beekeeping Expansion Rules

 ✅ Bill 2986 (Pending) — Public Access CPR Requirements

CM Holland introduced

  • Strengthens the protection of public access during the County's Condominium Property Regime (CPR) review process.

  • Requires greater consideration of public access opportunities as land is subdivided and developed, helping preserve shoreline and mauka access before those opportunities are permanently lost.

  • Supports long-term community access to Kauaʻi's natural and cultural resources while providing a clearer framework during the development process.

  • Currently under review by the Planning Commission before returning to the County Council for further consideration.
